Time to return to State sovereignty. Each state should determine what, if anything, they need from the federal government and withdraw from programs that do not meet specific state needs. Each state then should withhold any federal payments that would be used for programs not subscribed to by the state.
Why send $100 to Washington for it to come back as $20 in federal grant money? Keep the money at the state level and put it to better use. In this way, states could, as an example, possibly shut down extensive welfare programs forcing the leeches to move to friendlier places.
