ED CASE
Some issues are of such overriding importance that politicians refuse to abide by the party line. They work together in a non-partisan fashion for the good of their constituents. These elected leaders and candidates refuse to let politics interfere with the good of their community. As such, they are a role model in good leadership for incumbents and hopefuls at all levels of government.
A prime example of this is the opposition to the Jones Act by Representative Ed Case of Hawaii’s 1st Congressional District. Since he reclaimed his former seat in the House of Representatives at the last election, Case has concentrated on projects of value to the people of Honolulu to whom he owes his position.
He has commendably avoided the egregious error of the other three members of Hawaii’s DC delegation by not playing attack dog with daily talking points from the DNC. Rep. Case is often seen at Talk Story sessions here on O`ahu to bring his constituents up-to-date and to hear their concerns.
Along with House Blue Dog Democrats, Case remains focused upon fiscally responsible policies. His opposition to the Jones Act shows that he has the gumption to pursue legislation over the hindrances of members of his own political party.
JOHN CARROLL
Mr. John Carroll in his campaign for the non-partisan office of Mayor of the City and County of Honolulu has just released a Public Statement commending Rep. Case for his efforts to repeal or revise the Jones Act. This is a mutual effort to exempt Hawaii from its onerous provisions which make life very expensive here in the islands due to outdated shipping restrictions that increase the cost of food and other basic commodities.
If Congress does not act appropriately, an alternative is to go to court to contest the Jones Act’s constitutionality. John Carroll is an attorney with both civilian and military legal experience as well as a retired commercial and jet fighter pilot. He is also a veteran of the Hawaii state legislature.
NON-PARTISANSHIP
It is therefore altogether natural and fitting and should come as a surprise to no one that John Carroll and Ed Case see eye-to-eye regarding the effort to relieve Hawaii from the financial burden imposed by the Jones Act. Both are patriots who love Hawaii and the United States. The fact that Case is a Democrat and Carroll is a Republican does not hinder their cooperation.
There are other issues of a social nature where the two have very different views. It is also hoped that Rep. Case will be as independent-thinking and wary of party line politics regarding the current impeachment inquiry. The U.S. Constitution is the controlling factor for both interstate commerce and for balance of power responsibilities. Neither must be politicized.

What are the chances of this? While composing this article at about 7:30 p.m. Hawaii time on Sunday night, October 6, my phone rings and it’s the recorded voice of Ed Case inviting me to join in a telephonic Talk Story tomorrow night, Monday, October 7 between 6:15 and 6:30 p.m. Since I did not Press 9 to opt out, apparently all I have to do is pick up the phone when it rings tomorrow night.
This is the first time I’ve ever received any such call from the Congressman. It should be interesting and I will certainly listen to what he has to say. I will admit that it shows initiative on his part. But I will also absolutely give due consideration to his token GOP opponent next year, however slight that person’s chances of winning. His active opposition to the Jones Act is a good thing but Ed will have to make his Case on a full gamut of issues.

John Carroll for Honolulu Mayor October 7, 2019
Representative Ed Case has gone against the grain and refused to abide by a strict party line before. During his previous tenure in Congress, he introduced an anti-Jones Act resolution. For his courage and independence, he was driven from the U.S. House of Representatives by Hawaii’s Democrat Leaders.
Colleen Hanabusa challenged him in the Democrat primary and she prevailed. This was done by using hundreds of thousands of dollars from politicians who were benefitting from the continued impairment to interstate commerce. Personal interests won out over the economic well-being of Hawaii’s people.
As long as the Jones Act of 1920 remains in effect and unaltered, Hawaii as an island state is at an unfair disadvantage due to excessive transportation costs of food and other commodities from the mainland. Goods that reach other states by road or by rail must be shipped to Hawaii by sea. Matson’s grotesque profiting and contributions to Inouye, Lingle, Abercrombie and many more insured the status quo.
Recently Rep. Case was told by a Grassroots Leader that “if we change [the Jones Act], we will end up with massive losses of union jobs.” “Well, I don’t agree with that,” Case responded. “The hundreds of thousands of folks that are working in Hawaii, and their families, including the 20% that are unionized in Hawaii, all pay for Jones Act shipping.”

Case said the number of workers protected by the Jones Act is actually a very, very small number. It’s probably 3,000 seamen across the entire country. The Jones Act is harming hundreds of thousands of Hawaii workers, unionized or not. They’re the ones that are suffering. Their jobs are at risk because prices are too high.
Reflecting on the prospects in Congress for Jones Act reform, Ed Case said, “The Jones Act lobby in Washington, which is a very powerful one, basically views any exemptions to the Jones Act as a slippery slope. So they’re not willing to simply say, ‘Yeah we understand Hawaii’s problem; we’ll go with you on that one.’”
Our Representative from Hawaii’s 1st Congressional District has the courage to stand up to members of his own political party to rid Hawaii of this clearly unconstitutional impediment to interstate commerce. For his independence and willingness to serve the best interests of all his constituents, I commend Congressman Case.
The COMMERCE CLAUSE in the U.S. Constitution mandates that every state shall have equal access to interstate commerce with the states, nations and Indian Tribes. That includes Hawaii as the only state that cannot be reached by land transportation. Therefore, repeal or revision of the Jones Act is critical to make Honolulu affordable for Honolulu’s people once again. Competition in the maritime shipping industry will drive down prices here in Hawaii for all of us.
When the economy of Hawaii improves after removing the burden imposed by the antiquated Jones Act with Congressman Case’s help, the lowered cost of doing business will benefit both industry and bargaining unit employees in our Islands. The cost of living will be brought back under control. You will be able to keep more of your hard-earned money due to lower prices.
Every business owner and tax paying citizen should support Representative Case in his effort and commend him for having the integrity to do the right thing. Just as Ed is doing in Congress, as your next Mayor of the City and County of Honolulu, I will apply consistently nonpartisan service to you and your family.
We can do this together. The needs of the people of O`ahu must take precedence over party line politics. That’s why this Mayoral race is nonpartisan. We must not be divided as Democrats and Republicans or as progressives and conservatives. We are all on the same side with a mutual objective of improving the quality of life in our community so you can live your life as you choose more affordably.
