In Kentucky, only a licensed optometrist can give out eyeglasses. This makes sense to some extent, at least more so than the other side of the law that saws only new eyeglasses can be given. That has caused a conundrum for one charitable group that has been giving away free used eyeglasses to homeless people. Now, the government wants to shut them down.
For 16 years, Holland Kendall has been operating Kendall Optometry Ministry, Inc. through the Fern Creek Baptist Church. The organization collects used eyeglasses from various charities and then gives them to homeless people who need the gift of better vision. “I know that there are people on the streets in Louisville who would be off the streets of Louisville if they could see.”
But bureaucrats want them to stop, specifically the Kentucky Board of Optometric Examiners and the Kentucky Board of Ophthalmic Dispensers. Why? Because of the ordinances mentioned above. They need an optometrist in order to give away their eyeglasses. That’s fine for Kendall, who partnered with an optometrist for a while. But that partnership had to end when the optometrist was threatened by the city to have his license revoked if he didn’t stop giving away used eyeglasses. They must be new or they cannot be given out by an optometrist.
It’s a catch-22 in a situation in which the nobody is being hurt by the charitable actions of Kendall and his group, while the government is willfully harming homeless people, hiding behind their ordinances in order to keep the homeless community in need of eyeglasses as hopeless as possible. They just want to see. Someone wants to help. But bureaucracy reared its ugly head and demanded the charitable work must end.
Because giving away used eyeglasses to people who desperately need them is a horrible offense to Louisville bureaucrats.
This might not seem like the type of national story we would normally cover, but it’s significant because in the microcosm, it represents the idiocy that bureaucracy has enforced through their mandates and “protective” actions. They don’t want homeless people to be “harmed” by used eyeglasses, so they are forcing them to pay for their own eyeglasses or continue to not see properly.
