City & County of Honolulu has been honored by Mr. John S. Carroll announcing his bid to become our next Mayor. He will be following in the footsteps of such notables as first Honolulu Mayor Joseph Fern who took office in 1909. Plus the nearly immortal, but not quite, Frank Fasi, who served as Honolulu Mayor from 1969 to 1981 as a Democrat; then, again from 1985 to 1994 as a Republican. Current Mayor Kirk Caldwell will be leaving office after two terms.

“The mayor of Honolulu holds strong power in terms of the limits of the official’s abilities, the size of the budget he or she controls and the unique relationship the officer has in association with the mayors of Asian and Pacific Rim nations.”
He or she “has substantial control over the budget, totaling in excess of US$1 billion.”
“The mayor of Honolulu conducts official business from Honolulu Hale, the historic city hall building of Honolulu constructed in 1928 in classical Spanish villa architectural styles. The building is located at the northeast corner of King and Punchbowl streets in the Hawaii Capital Historic District near downtown Honolulu.”
“Honolulu is often considered the ‘Geneva of the Pacific’ due to its commercial and trade, political and military, as well as academic influences over Asia and the Pacific Rim.”
AMERICA’S MID-PACIFIC FRONTIER
The population of the State of Hawaii is nearly 1.5 million, of which nearly 2/3 ~ 1 million people ~ are on the island of O`ahu within the City & County of Honolulu. This is the home of U.S. Indo-Pacific Command and Joint Base Pearl Harbor-Hickam. All branches of the military service are represented under U.S. Pacific Fleet, Marine Corps Base Hawaii, PACAF, USARPAC and USCG 14th District.
Nearly 10 million tourists visited Hawaii during 2018. Honolulu is still the quintessential “Gathering Place.” Recent history, unfortunately, has proven this can also include potential terrorists as well as tourists. Honolulu International Airport, now known as Daniel K. Inouye International Airport, is truly the Gateway to and from Asia and the Pacific Basin.
THE LARGEST OF FOUR COUNTIES
The neighbor islands consist of Hawaii County, Maui County and Kauai County. The Hawaii Northwest or Leeward islands are all statistically part of the City & County of Honolulu but nearly all the population is on O`ahu.
Hawaii lacks a State Police or Highway Patrol. State Sheriffs handle mostly airports and wharfs and state facilities. So the Honolulu Police Department which is under the City and County of Honolulu is the primary law enforcement agency for the majority of Hawaii’s population.
HONOLULU MAYOR IS A VERY IMPORTANT JOB
Because the City and County are one, there is only one Mayor for Honolulu and this entire island with a population far outnumbering all the neighbor Islands combined. He or she serves nearly 1 million people on O`ahu. Therefore, the economic and social policies of the Honolulu Mayor impact local residents virtually as much as do those of the Hawaii Governor.
THE RIGHT PERSON AT THE RIGHT TIME
In Hawaii, we honor our kupuna who have acquired enough life experience to become family and community leaders as they embody our natural respect. Let’s pause together and consider the nearly 90 years of experience, of which almost 70 are here in Hawaii, that John Carroll brings to this 2020 mayoral campaign.
On August 21, 1959, when Hawaii became the 50th State of the Union, John Carroll had already been working for the people of Hawaii for 10 years. He is a retired pilot from both Hawaii Air National Guard and Hawaiian Airlines. He still pilots his glider at Dillingham Airfield on the North Shore of O`ahu.
He has also served the people as an attorney and as a legislator in both Hawaii House and Senate. From his days playing football for U.H. in 1949, John Carroll’s heart has been here in these islands.

- Caring for the Homeless
- Curing HART
- Improving Highway Usage
