The “bump stock” is a device patented by a company named Slide Fire. The device uses the shooter’s shoulder as a recoil to “bump” the trigger and fire another round. In effect, it converts a semi-automatic AR-15 rifle into a rapid-fire weapon. It does not convert the AR-15 into a machine gun.
Machine guns will fire as long as the trigger is depressed; the “bump stock” requires both the trigger finger to be held with pressure over the trigger cover in the “bump stock” and the trigger itself, as well as considerable pressure on the non-trigger hand on the weapon’s stock to keep the recoil moving against the shooter’s shoulder.

Slide Fire submitted its patent and the device to the ATF in June 2010, and the agency’s Firearms Technology Branch gave its finding: The “bump stock” is not regulated as a firearm under Gun Control Act or the National Firearms Act.
In other words, it could be sold and used without limitation, an opinion given by the Obama Administration. Read the letter.

According to the ATF’s June 2010 letter: “The stock has no automatically functioning mechanical parts or springs and performs no automatic mechanical function when installed. In order to use the device, the shooter must apply constant forward pressure with the non-shooting hands and constant rearward pressure with the shooting hand. Accordingly, we find that the ‘bump stock’ is a firearm part and is not regulated as a firearm under the Gun Control Act or the National Firearms Act.”
