The United Nations Security Council passed more sanctions against North Korea today following last month’s intercontinental ballistic missile test. This latest round of sanctions could be economically crippling to a nation whose people are already faced with extreme financial hardships.
The sanctions target oil and workers abroad. Refined petroleum will be capped at 500,000 barrels a year, down 90%. Crude oil will be capped at 4 million barrels per year. North Koreas working abroad must be repatriated within 24 months.
The original resolution, drafted by the United States, called for a 12-month repatriation deadline.
U.N. Security Council imposes new sanctions on North Korea
“It (the resolution) sends the unambiguous message to Pyongyang that further defiance will invite further punishments and isolation,” Nikki Haley, the U.S. ambassador to the United Nations, said following the vote.
Tensions have been rising over North Korea’s nuclear and missile programs, which it pursues in defiance of years of U.N. Security Council resolutions, with bellicose rhetoric coming from both Pyongyang and the White House.
Why they won’t work
There are three motivations that can make a leader back down from a path they’ve embraced wholeheartedly.
- Fear of retribution from foreign entities
- Fear of extreme internal strife such as a coup
- Desire to do what’s best for the people
Kim Jong-un is not motivated by any of these things. He doesn’t fear a full-blown attack from the United States because he doesn’t believe we’d go all in preemptively. What’s worse is that he actually wants a minor attack of some sort, a “bloody nose” hit that would give him all the justification he needs to say, “See, I told you the Americans were evil.”
As for internal strife, it doesn’t exist. the vast majority of his people are indoctrinated into a long-standing belief that their dear leader is above all else and is the only one who can save them from the evils of the outside world. Those who know the truth don’t dare speak it.
Lastly, he has no desire to help his people. He doesn’t necessarily want to hurt them, but if it’s the evil United Nations or United States “causing” them suffering, that only plays better for his messaging.
In short, there is no way North Korea will ever back down from threats, sanctions, or military actions as long as Kim Jong-un is the leader. The best we can do is isolate them, watch them like a hawk, and respond to any actions they take against us. We should be much more concerned about a massive cyberattack than a nuclear attack.
